A customer has enquired about something like this. My first thought was using a citrine and maybe adding a coat of resin with cut out stars but I'm not sure if anyone has any other ideas?

My first question might be why ? :/ Amber might be more workable then you could maybe carve into it or just make a resin cabachon. What are the other stones?

Yeh it's certainly different! I think it's to do with dragon ball z. I hadn't thought of carving into it so thank you for the tip

If you want the stars to "float" in the stone there are 2 ways that I can think of...
1. cast the "stone" in resin with the stars inside,
2. Etch/engrave the rear of the stone and enamel the stars before setting.
I'd be suggesting a bezel setting with them etched and a fire opal cab. Yum. I'm not sure resin would stand up to the daily hammering of an engagement ring (said she who never wears hers).

Glass cabochon over punched stars - or get a nice lampworker or fuser to make a cab with them embedded (copper stars should work well). I can't see how a CZ would work?
The czs will be in the shoulders sorry, its the actual centre stone im struggling with! thank you so much for your suggestions, i am friends with a glassworker i may be able to ask her, i wasnt sure how strong glass would be
Glass is actually surprisingly strong - harder on the mohs scale than many gemstones and much harder than sterling. Well made cabs in particular are extremely durable, and can be coldworked to the right size and shaped pretty easily.
