Not at all! With sinking, the end diameter is more-or-less the same as the start. Raising you reduce the diameter from the start, compressing the metal in on itself.
This isn't a great shot, but it may help:
Both started out the same diameter; the one on the right is raised, the left is sunk. I'm not convinced that the thinning shows up all that well, but the middle third of the sunk bowl is where it is thinnest.
They're not mine, BTW - they were visual aids for the course.
As I had the kiln going this afternoon, I did get round to enamelling the little bowl. As usual trying to run before I can walk I attempted to leave a bare bit that is supposed to be my logo, it kind of mostly worked:
