Cousins sell to anyone. You just have to register (which again, anyone can do).
When you are keen on something, you tend to ignore all warnings. Here is review 4, which I have snipped from the Axminster site. In other words if you stall the burr, the flexshaft breaks. Dennis.
Actually, if a powertool snags on something I'd prefer it if something other than what it snagged on gave... But equally, I'm not a believer in using gloves around any rotary power tool - and basic safety discipline includes not wearing anything loose that might snag, tie back long hair and WEAR SAFETY GLASSES. I've used that model enough to stall it without snapping anything; I do tend to take my foot off the pedal when that happens.
While it's a useful caveat, I suspect that one is a close analogue of PEBKAC - Problem Exists Between Keyboard And Chair, possibly tool and chair in this case.
