I am trying to solder an 18ct white gold, I have 18ct white gold solder but the solder just won't run. I'm new to working with white gold so if anyone could give me an idea of why this might be that would be great. thanks

Using borax or Auflux/Auroflux, try to melt a clean small snip of your solder on some clean scrap silver or copper. I'm sure it will flow.
Now provided the joint fits well, and all surfaces are clean, make sure the whole piece is up to soldering temperature, before moving to the joint.
If you are unable to do that, then your torch is not big enough. However, if you happen to have two small ones, you might succeed with two together, one in each hand.
